Understanding CDCP Denture Coverage in Ontario
Does CDCP cover dentures? Yes. The Canadian Dental Care Plan (CDCP) covers complete and partial dentures, plus denture repairs, relines and rebases. Implant-supported dentures are not covered. Your coverage depends on the type of denture, replacement limits, preauthorization and your household income.
If you live in Belleville or the Quinte area, Belleville Denture Clinic accepts CDCP. Here’s a plain-language guide to CDCP dentures: what’s covered, what isn’t, and what you may still pay.
CDCP denture coverage at a glance
| Denture service | Covered? | Preauthorization needed? |
|---|---|---|
| Complete dentures, standard | Yes | No |
| Complete dentures, immediate or transitional | Yes, once per arch per lifetime | No |
| Overdentures and dentures with a long-term soft liner | Yes | Yes |
| Partial dentures (acrylic or cast metal) | Yes | Yes, for your first CDCP partial |
| Repairs, relines, rebases and tissue conditioning | Yes | No |
| Implant-supported dentures | No | Not applicable |
Who qualifies for CDCP?
You qualify if you meet all four of the government’s requirements. There’s no age limit. You need to:
- Have no access to dental insurance, including a health spending account
- Have an adjusted family net income under $90,000
- Be a Canadian resident for tax purposes
- Have filed your tax return for the previous year (and so must your spouse or partner, if you have one)
You must renew every year (the 2026 deadline was June 1). If you missed it, you can re-apply, but care received before you’re approved isn’t covered. See the full rules on the Canada.ca eligibility page.
Which dentures does CDCP cover?
Are dentures covered by CDCP? Most removable dentures are, with different rules for each type, based on the CDCP Dental Benefits Guide in effect since April 1, 2026.
Complete dentures
Standard complete dentures are covered once every 8 years per arch (upper or lower), and they don’t need preauthorization.
Immediate dentures, which are placed the same day your teeth are removed, and transitional dentures, which you wear while your gums heal, are covered once per arch in your lifetime. You can have one or the other, but not both. Since April 1, 2026, immediate complete dentures no longer need preauthorization (immediate overdentures still do).
There’s one detail many people miss. After an immediate complete denture, CDCP won’t cover another complete denture on that arch for 8 years. After a transitional denture, you can have a standard denture covered 6 months later.
Overdentures and dentures with a long-term soft liner are covered once every 8 years, but they need preauthorization.
Does CDCP cover partial dentures?
Yes. CDCP covers partial dentures made of acrylic or cast metal. Your first partial under CDCP needs preauthorization. A replacement of the same type, once you’ve reached the time limit, doesn’t.
To meet the criteria for a CDCP partial denture, you need either:
- At least one missing front tooth
or
- Two or more missing back teeth on one side of your upper or lower jaw, not counting second and third molars
Basic treatment, such as fillings or care for gum disease, must be finished first.
Repairs, relines and rebases
CDCP covers denture repairs once every 12 months per arch. Relines, rebases and tissue conditioning are covered once every 24 months per arch. None of these need preauthorization.
New dentures also include 3 months of follow-up adjustments.
What CDCP does not cover
CDCP doesn’t cover implant-supported dentures or any implant procedures, including the surgery and hardware. Precision attachment partial dentures aren’t covered either. These are exclusions, so they can’t be approved through preauthorization.
If you’re interested in the extra stability of implants, implant overdentures are still available at Belleville Denture Clinic as a private-pay option.
How often will CDCP replace your dentures?
CDCP replaces dentures on a set schedule per arch, counted from when CDCP last paid for one.
| Denture type | Replacement limit per arch |
|---|---|
| Complete denture, standard | Once every 8 years |
| Partial denture, acrylic | Once every 5 years |
| Partial denture, cast metal | Once every 8 years |
| Complete denture, immediate or transitional | Once per lifetime |
A few things to keep in mind:
- Relines affect timing. CDCP won’t cover a new denture within 24 months of a reline or rebase.
- Older dentures don’t count. Dentures you got before joining CDCP, or paid for privately, don’t count toward these limits.
- Early replacement is possible, but not guaranteed. Your denturist can request coverage before the time limit through preauthorization, with a reason. This doesn’t apply to immediate or transitional dentures.
How much will you pay for dentures with CDCP?
How much CDCP covers for dentures depends on two things: your co-payment, which is based on income, and any difference between CDCP’s fees and the clinic’s fees.
| Adjusted family net income | CDCP pays | You pay (co-payment) |
|---|---|---|
| Under $70,000 | 100% of CDCP fees | 0% |
| $70,000 to $79,999 | 60% of CDCP fees | 40% |
| $80,000 to $89,999 | 40% of CDCP fees | 60% |
CDCP pays according to its own fee guide. Belleville Denture Clinic follows the Denturist Association of Ontario (DAO) fee guide, which is different, so there may be a difference for you to pay even if your co-payment is 0%.
Example (hypothetical): These numbers are made up to show the math. Say CDCP’s fee for a denture is $1,000 and the clinic’s fee is $1,200.
- Income under $70,000: CDCP pays $1,000. You pay the $200 difference.
- Income of $75,000: CDCP pays $600. You pay a $400 co-payment plus the $200 difference, so $600 in total.
Before any treatment starts, we submit an estimate to CDCP and show you your portion in writing, so there are no surprises. Your co-payment level can change when you renew each July, and coverage is based on your level on the day of care.
If you choose an upgrade, such as Precision Premium Dentures, the added cost of the upgrade would be part of your portion.
How preauthorization works
When a denture needs preauthorization, the clinic submits the request to Sun Life, which runs CDCP for the government. You don’t file anything yourself, and treatment waits until the request is approved, which usually takes about a week.
Not every request is approved, though most partial denture requests are (over 76% at last report). If CDCP asks for more information, we send it. If a request is declined, we can request a reconsideration with new information within 60 days, or you can choose to pay privately.

Frequently asked questions
Does CDCP cover dentures for seniors?
Yes. CDCP coverage for seniors follows the same denture rules as for everyone else, as long as you meet the four eligibility requirements.
Does CDCP cover implants?
No. Implants are excluded, but implant overdentures are available at our clinic as a private-pay option.
Can I get new dentures if mine are less than 8 years old?
Yes, if CDCP didn’t pay for them. Dentures you got before joining CDCP, or paid for privately, don’t count toward the replacement limits.
Do immediate dentures still need preauthorization?
Immediate complete dentures haven’t needed it since April 1, 2026. Immediate overdentures and immediate partial dentures still do.
Do I have to pay anything upfront?
You shouldn’t pay the full cost yourself, because the clinic bills Sun Life directly. You only pay your portion, which is your co-payment and any fee difference.
How long does preauthorization take?
Most requests are processed within a week.
Can I use CDCP if I have dental coverage through work or a pension?
Usually not, even if you don’t use that coverage. The exception is if you retired, opted out of your pension’s dental coverage before December 11, 2023, and can’t opt back in. Coverage through a government program, such as the Ontario Disability Support Program, doesn’t stop you from qualifying.
